Shahnawaz Hussain got relief from the court, what is the whole matter?

A special court in Delhi has stayed the summons issued in the rape case against BJP leader Syed Shahnawaz Hussain.  In this case, the Magistrate Court had issued summons against Syed Shahnawaz Hussain and asked him to appear before the court on October 20.  After this, Syed Shahnawaz Hussain had filed a review petition in the Special Court. Special Judge MK Nagpal gave this decision on October 17, giving relief to Shahnawaz Hussain.  He has also issued a notice to the complainant woman asking her to present her side by November 8.  In her complaint, the woman has accused Shahnawaz Hussain of rape and intimidation.  In the review petition, Hussain had claimed that the Metropolitan Magistrate had taken cognizance of the offense merely in view of the complainant's statement under Section 164 (CrPC), whereas there was ample oral and documentary evidence available to show that no such offense had been committed. It hasn't happened.
